My China phone still not working after airtime recharged

I placed a recharge order on your website. I even received a text message to confirm that 100RMB was recharged on my China mobile number. However, my phone still does not work. I can not make or receive any phone calls. Please help.

Thank you for your recharge order on number 135xxxxxxxx, September 22. Before the recharge, your phone service was stopped and credit runed out.
The 100RMB (one unit credit) was recharged at 21:39, September 22. Recharge reference number is 1202212901201009228657177949.
However, when we tried to call your number. The service is still at off status. This indicates that your prepaid account can be owned more than 100RMB debt, the phone still can not work. Some China mobile prepaid SIM cards allow negative balance as carriers do not cut your last call when airtime credit runs out.
We have not got your prepaid account password. Then, please contact 10086 if you are in Ningbo (China Mobile service line, the city your number
belongs to) to find how much debt owned. You may visit a China Mobile branch Cixi City, Ningbo, to find out how much on the prepaid account owned. If you are not in Ningbo, you may
call 0574-10086.
Before getting that negtive balance, we are not able to take further recharge beacuse if the debt is more than 300RMB, your phone still can not work even recharged.
