Once I place a Chinese SIM card in my Australian mobile phone here in PR China it reads "SIM locked". Is there any way to "unlock" it, or is there some kind of ban on utilizing mobile phones in different nations than the one you purchased it in originally?

You will be able to unlock it at the places wherever they sell cheap phone covers etc, or at markets (usually Asians do it).
If it's SIM locked, you'll have to require your carrier to unlock it for you, and if you purchased your phone freshly, chances are they will either charge you for the service, or reject to do it.
When its unlocked, you are able to use just about any SIM card.
You can buy a mobile phone from China and use it in Australia by inserting SIM issued at AUSTRALIA. The most mobile phones in China are GSM unlocked phones. If you buy WCDMA mobile phone, you can use 3G service in Australia too by applying Australia 3G SIM card. Don't buy CDMA mobile phone in China. It does not work in Australia.
